Legal & Compliance is a global team of dedicated professionals who are committed to providing timely, value added and innovative risk control and advisory services to support business operations and to preserve and enhance our reputation a leading financial services provider. Legal & Compliance IT supports all of the global IT initiatives for the Legal & Compliance department. These initiatives fall into two overall programmes of work: Regulatory Compliance and Productivity Tools. The Regulatory Compliance Programme focuses on critical jurisdictions & systems with the highest propensity for regulatory scrutiny and globally supports both compliance monitoring and detection. Productivity Tools are departmentally focused initiatives dedicated to minimizing the firm's risk exposure, providing robust tools to support the growing L&C department, reducing cost, and facilitating productivity improvements. With the main implementation team off-shored, there is a need for coordination and communication between the project team and Compliance users located in Tokyo primarily, and secondary the Asia/Pacific (APAC) region. Overall, the role will be business focussed, with an emphasis on Japan and regional compliance/regulatory requirements. Specifically, the role will be to understand Tokyo Legal & /Compliance requirements and communicate such requirements to the off-shore teams for inclusion in the global products as applicable. The role will also include guiding local/regional client's requirements, when necessary to be in line with global corporate strategies, and coordinating APAC User reviews and verifications as required. RESPONSIBILITIES: • Eliminate legacy technology and replace it with advanced solutions, enabling the bank to reduce Legal and Compliance related cost • Work closely with other IT teams to ensure that project deliverables dovetail with the overall application architecture • Understand and respond to client needs within Legal & Compliance including establishing project requirements, priorities, deadlines and specific user needs • Communicate project progress to clients and manage their expectations concerning delivery • Build long-term relationships with reliable external suppliers and project manage provision of services (e.g. consultancy, training) • Line management responsibility for a team of analysts and analyst programmers including recruitment, coaching and training, objective setting, monitoring and performance evaluation • In collaboration with more senior management, ensure the appropriate staffing for his/her project team[s] • Ensure that the new specify system/deliverable reduces existing support costs and enables future expansion, including opportunities for facilities management • Manage and control business risks and costs for his/her projects, within the overall parameters established • Contribute to the budgeting process • Allocate resources according to project priorities and co-ordinate projects, in collaboration with senior management REQUIREMENTS: • Experience in: Ø Requirements gathering and analysis for complex Legal & Compliance IT systems across multi locations Ø The production of test strategy, deployment plans for complex Legal & Compliance IT systems Ø Proven ability to interact at all levels across many business and functional departments on a global basis Ø Leading teams across locations Ø Working with multiple global IT teams Ø Coordination of application software delivery in a global, outsourced/offshored environment • Appreciation of the issues in designing repository-based reporting queries • Project management experience including tracking and reporting project progress • Verbal communication and presentation skills • Knowledge of structured analysis and design methods [specify business process modelling, data modelling, JAD sessions] • Risk Analysis and risk management • Vendor management • Knowledge of specific development methodologies [specify SSADM] • Project finance skills
